All work may not be completed yet, but Heuer Construction, Inc. has completed reconstruction of Fulliam Avenue from Kindler to West Acre Drive enough to reopen the street to all traffic as of today, Tuesday, August 22, 2023 at 7 a.m.
Phase 1 of the Fulliam Avenue Reconstruction Project was scheduled to be completed between the end of the 2022-2023 school year and the beginning of the 2023-2024 school year. They met that deadline by just one day despite some unforeseen circumstances and unexpected weather conditions.
Not all work has been completed and drivers can expect temporary lane restrictions during working hours as Heuer completes the southside sidewalk and driveways along with storm intakes on both sides of the street.
The City of Muscatine will have their street sweeper on the new section Tuesday to finish cleanup work.
Drivers are urged to continue to use caution as this section remains an active construction zone until all work is completed.
Meanwhile, the intersection of Fletcher Avenue and Lucas Street remains closed to all traffic as Haggerty Earthworks, Inc., completes underground sanitary and storm sewer work as part of Phase 5B of the West Hill Sanitary and Storm Sewer Separation Project.
Lucas is open to traffic from West 8th to Logan. Logan is also fully open. Lucas Street west of Logan is open up to 2011/2007 Lucas (across from the Cemetery entrance at that location). Lucas is closed west of 2011/2007 to Climer. The Knott intersection is open and accessible from Climer. Lucas is also open in that area but currently experiencing heavy construction traffic and may be temporarily blocked at any time during the workday.
Residents living on Longhurst Lane, Bridgeman Street, Lowe Street, Kimble Street, Nyenhuis Street, Warfield Street, and Fletcher Avenue will detour using Fletcher Avenue to Hershey Avenue. The intersection is tentatively scheduled to reopen by the end of August. However, the length of the intersection closure is dependent on the weather and completion of construction work.
Haggerty and Heuer Construction, Inc., are prepping Lucas from the 2000 block to the Climer Street intersection for paving. The final section of Lucas, from the Climer Street intersection through the Fletcher intersection, will be prepped and paved after the underground is completed. A section of Knott Street will also be repaved as part of Phase 5B.
Lucas is currently closed to through traffic from Logan to Newell. Once Lucas is completed and reopened to traffic, Haggerty will move to Climer Street to complete Phase 5A work from Logan to Lucas.
Drivers are reminded to slow down and use caution when travelling in or around construction zones, to obey traffic control devices, and be aware of the presence of construction workers and/or pedestrians. Use an alternate route if possible to avoid delays due to the construction activity.
