The development of a Miracle Field at Kent Stein Park is just one of two presentations that will be offered by the Parks and Recreation Department Thursdayduring the Muscatine City Council in-depth session. Parks and Recreation will also provide an update on capital projects.
The Council meeting begins at 6 p.m. in the City Council Chambers on the second floor of Muscatine City Hall, 215 Sycamore St., and the public is welcomed, and encouraged, to attend the session in person.
The Council will also hear a presentation on the request for support of an Iowa Economic Development Authority application by GIP LLC in regards to the Palms Drive Development, a presentation on slough pumping and a proposed cost sharing agreement, and hold a discussion regarding the FY2024-2025 funding for the Muscatine Humane Society.
Parks and Recreation has received requests to look into the creation of a Miracle Field at Kent-Stein Park., a cushioned, rubberized baseball diamond that is designed for disabled youths and adults to play baseball without any fear of injury. The playing field will utilize a rubberized surface similar to the surfaces used in City Parks.
This project would allow for increased community support and allow for all citizens to participate and support each other. The cost estimate of this project is $550,000-$650,000 and would be subject to outside funding in the way of sponsorship, donations, grants, etc. Securing outside funding would also dictate the timeline of the project.
Parks and Recreation staff will then highlight various Capital Improvement projects that are in the works or in the plans for Fiscal Year 2024/25. These capital projects were developed in coordination with the Parks and Recreation Advisory Commission as well as with local community groups.
The projects include the Greenwood Cemetery Chapel building renovation, the Weed Park Lagoon Project, the Indoor Sports Complex, and the Community Foundation of Greater Muscatine Southend Improvement Fund Project. This also includes several projects that are still in the planning and development phases, such as the Miracle Field project, Weed Park Rose Garden Renovations, etc.
GIP, LLC is planning the development of a 24-unit apartment complex at 3612 Palms Drive and is seeking financial assistance from the Iowa Economic Development Authority (IEDA) Workforce Housing Tax Credit Program. An application to the Program requires a resolution of support from the City and a financial match from the City of at least $1,000 per unit.
Several options are available for those who cannot attend in person but would like to watch the proceedings. The City Council meeting will be broadcast live on the City of Muscatine YouTube channel and on Civic-TV (Muscatine Power & Water Cable Channel 2).
