The Muscatine City Council will conduct four public hearings during their meeting Thursday, May 2, while also setting a date for the sale of bonds to fund various projects and purchase two vehicles for the fire department.
The meeting will begin, however, with the reading of two proclamations by Muscatine Mayor Brad Bark. The first proclamation designates May 8 as School Nurses Day in Muscatine while the second designates May 12-19 as Police Week in Muscatine. Peace Officers Memorial Day will be held on May 15 this year.
The first of two public hearings regarding amendments to the zoning ordinances involves the rezoning of the 2.75-acre site at 910 East 2nd Street (former Hawkeye Lumber site) from M-2 General Industrial and M-1 Light Industrial to C-2 Central Commercial. The second would amend City Code Title 10.12.1 to allow for a portion of the ground floor of structures in the C-2 Zoning District outside of the Downtown core to be used for residential purposes to help promote mixed-use properties.
The third public hearing regards the repeal of Title 1-10-2.E(1)(b) that placed rules on elected officials’ communication with City department heads and City staff. The final public hearing is on the Muscatine Municipal Housing Agency’s FY2024 Annual Plan that will be submitted to the U.S. Department of Housing and Urban Development.
The first reading of the proposed amendments to the ordinances will be conducted during the regular business meeting of the Council. A resolution to approve the MMHA annual plan will also be held later in the meeting.
The City’s upcoming $4.88 million bond issue will provide funding for a number of City projects that have been recently completed, are currently underway, or will be underway in calendar years 2024 and 2025.
The projects classified as Essential Corporate Purposes include (1) the Weed Park Lagoon-Bank Stabilization project, (2) the local share of four Airport Improvement projects, (3) acquiring a new fire engine, (4) acquiring a new ambulance, (5) undertaking nuisance abatement and demolition projects, and (6) constructing and equipping replacement training facilities for the Police department.
The projects classified as General Corporate Purpose projects include (1) installing new fuel tanks and pumps at the Public Works facility, (2) the local share of the costs to construct and equip a new indoor sports dome, (3) completion of the irrigation system on Soccer Fields #1 – #6, (4) constructing repairs and improvements to municipal buildings, and (5) the local share of the cost to construct a vehicle wash-bay at the Public Works facility.
In other action items, the City Council be asked to:
- Set a public hearing on May 16 on the plans and specifications for the Airport Fuel System Relocation Project;
- Set a public hearing on May 16 on Amendment #2 to the FY 2023-2024 City budget;
- Adopt the non-union pay plan for FY 2024-2025;
- Approve the contract and bond with Langman Construction for the West Hill Sanitary and Storm Sewer Separation Project Phase 6C;
- Approve the slough pumping agreement with the Louisa-Muscatine Drainage District #13;
- Approve several change orders for two ongoing projects; and,
- Approve a purchase order for shade structures to be placed at Taylor Park.
