The Muscatine City Council will convene in a special session at 6 p.m. Thursday (August 8) to confirm the selection of current Muscatine Police Chief Anthony (Tony) Kies as the Interim City Administrator. The meeting will be held in the Council Chambers at Muscatine City Hall.
Current Muscatine City Administrator Carol Webb resigned from her position July 11 after accepting a similar position in Marshalltown, Iowa. Webb has served as Muscatine City Administrator since August 24, 2020.
Kies is an 18-year veteran of the Muscatine Police Department and became the Muscatine Police Chief on March 1, 2023.
The Council will also discuss the next steps in the selection process for a permanent City Administrator that will include contracting with a hiring agency to oversee the application process.
Once the regular agenda items have been completed, the Council will enter into an exempt session to discuss the employment conditions for the interim city administrator.
The Council will vote on the proposed contract at its August 15 meeting.

The Council meeting begins at 6 p.m. and the public is welcomed, and encouraged, to attend the session in person. Muscatine City Council meetings are open to all individuals regardless of language spoken or disability. The second meeting of each month is usually reserved for an in-depth session but such a session has traditionally not been scheduled each year due to the end of summer activities.
The Special City Council meeting will not be broadcast live on the City of Muscatine YouTube channel or on Civic-TV (Muscatine Power & Water Cable Channel 2).
