Council set to approve Indoor Sports Complex contract – Voice Of Muscatine

The Muscatine City Council is set to take the next step in the construction of the Muscatine Indoor Sports Complex Thursday as approval of the contract and bond is on the Council August 15 agenda. The Council will also set a public hearing on September 5 for a Development Agreement with Merge LLC for construction of a mixed-use building in the area known as Carver Corner.

The public is welcomed, and encouraged, to attend in person when the Council meets at 6 p.m. Thursday in the City Council Chambers at Muscatine City Hall.  The meetings are open to all individuals regardless of language spoken or disability. Any person requiring a reasonable accommodation to participate should contact the City Clerk’s office at 563-264-1500.

The Council will also be asked to approve the $6.954 million contract with Merit Construction Company to construct the Muscatine Indoor Sports Complex at Soccer West. Funding for the project comes from private donations, a State of Iowa grant, allocations from Muscatine County and the City of Muscatine, and a donation from the HNI Trust.

The City of Muscatine will also allocate up to $1,303,500 in American Rescue Plan Act (ARPA) funds, pending approval by city Council, to cover the cost of construction. It is anticipated that the facility will be completed in Spring 2025.

Carver Corner is a prime riverfront property containing a 5.6-acre site of city-owned land with plenty of redevelopment potential. Merge LLC proposes to acquire nad develop a mixed-use development project at the southeast corner of Hershey Avenue and Green Street. The initial phase will involve constructing a five-story, 56-unit mixed-use building. The proposed development agreement will provide financial incentives to Merge in the form of annual appropriation incremental property tax payments.

Also on the agenda for Council consideration are:

  • To approve a resolution accepting completed work by Hagerty Earthwork LLC for the Wet Hill Sewer Separation Project Phase 5A and 5B;
  • To approve a contract with the Muscatine Center for Social Action to provide technical services as part of the Mulberry Neighborhood Revitalization Project; and,
  • To approve change orders for the Sunset Park Lighting Project and the Fulliam Avenue Reconstruction Project Phase 2.
