For the safety of the traveling public and construction workers, the City of Muscatine has instituted a hard closure of Cedar Street on both sides of the intersection with Fulliam as of 7 a.m. Thursday, according to officials with the Department of Public Works. KE Flatworks, the prime contractor for Phase 6AB of the West Hill Sanitary and Storm Sewer Separation Project will have traffic control signage in place to guide traffic.
The intersection will be closed for approximately six weeks, weather permitting.
Local traffic only will be permitted from Parham to the full closure at Fulliam as well as from East 8th Street to the full closure at Fulliam. Local traffic refers to residents who live in the two sections of Cedar and those who are attempting to access a business in one of those sections.
In addition, parents and/or guardians who are dropping off or picking up students at Jefferson Elementary will only be allowed to turn left onto Cedar Street.
To detour around the closure northbound traffic will need to turn right on East 8th, left onto Mulberry, left onto Parham, and then right onto Cedar. Southbound traffic will do the reverse, turning left onto Parham, right onto Mulberry, right on East 8th and then left onto Cedar.
The original plan was to stop southbound traffic at Parham and detour the traffic to Mulberry while work progressed in the south half of the intersection, as Cedar was reduced to a single lane through the intersection work area. However, the amount of southbound traffic still trying to make it through on Cedar created a hazardous condition at the intersection. To avoid any potential accidents or injury to construction workers, the contractor and the City determined it would be best to close the intersection completely.
